At the moment, The Egalitarian is wanting in so many avenues as a mouthpiece for both the college administration and student body. As a part of the training ground for the students of the College of Journalism, it is of the utmost importance t hat the professors and mentors at the department educate their students on the importance of accuracy of content, proper journalistic grammar, and create a diversified topic selection for the paper that represents the student body in a professional manner using a diverse range of topics. The topics covered by the journalism students at the paper is sadly, quite wanting in terms of becoming a true voice for the student body in terms of allowing the students to be equally represented within the pages of the school paper. The topics and news articles written by the members of the staff, and even the contributing writers show a lack of connection with the general student population who are supposed to be the main readers of the paper. The editorials and other columns do not have the ability to spark an intellectual debate among the students either. In fact, the paper is quite boring when one actually bothers to try and read the paper from cover to cover. It is perhaps because of this la ck of professionalism and interesting content from the members of the school paper that the student body chooses to pass on reading the paper when they receive their copies. They do not wish to read a newspaper that does not accurately represent their interests, misrepresents information by using irrelevant or improper information in their articles. The profanity used within the articles and horrible sentence structure, grammar, and punctuation errors within the paper are also unforgivable to any decent journalism or education student of the college who bothers to read the paper. Due to the numerous problems that plague the school paper, most members of the student body and professors alike do not view The Egalitarian as a credible news sources. This negative point of view about the school paper has prevented many aspiring journalists, writers, and educators from contributing interesting and relevant news articles to the publication staff. The lack of professionalism by the members of the newspaper team make them lose their interest in contributing to the school paper. Given such a sentiment, it is quite obvious that the student body does not consider the school paper to be a newspaper that represents the students and their interests. The impact other children can have on an intersex infant and the impacts associated on the parents having to deal with this medical emergency and the struggles associated with their sex and gender identity as they go through life. Physical features in which determine the sex of an individual person are the internal and external sex organs, the karyotype, gonads and the secondary sexual characteristics these appear at puberty. Whereas Intersex conditions occur when there has been an obstruction in the normal process in which sexual maturation is formed, therefore results in abnormalities in any of these features. (Creighton, 2001). Medical professionals are guarantying that surgery to adjust ambiguous genitalia is a treatment planned to re-establish a fitting appearance and function to the infant. (Holmes, 2002). In Australasia, North America and the United Kingdom it is now seen as standard medical practice to surgically and hormonally correct intersexed infants. The practice of this has been continuously justified solely on the basis that the birth of an ambiguously sexed child represents a psycho-social emergency which is when the intersex infants reassignment should be addressed through surgical means as so on as possible. During the late 1990s it saw a swift increase in interest concerning the medical treatment of intersex infants and children from medical practitioners, ethicists and even intersex people themselves. An impasse has come to light regarding the questions being asked about intersex medical treatments by clinicians and intersex activists. As clinicians are professionally bound to take and look after the well-being of their patients, the research in which they are relying on is to argue for early surgical assignment. Physicians believe intersex infants are to have surgery as soon as possible. It is believed there are in fact three categories of distinguishable genital surgery: Firstly, that the surgery is going to be lifesaving. For example, the urethra has been rerouted so that the infant is now able to pass urine out of their body. Secondly, it improves their quality of life. For example, they completely redesign the urethra opening to help the child not urinate on a toi let seat. Thirdly, aesthetic purposes. For example, the small penis is built up so that eventually when the man is older he will feel more manly. (Roen, 2004). Surgery is meant for effecting the sense of gender and sexual identity for the child, and to support him/her from a likely hostile and ignorant world. (Holmes, 2002). Within Western culture, it is significantly committed to the idea that there are only two sexes. People can go years without knowing of their intersex surgery, but for the ones who do know or have not had surgery to give them a gender identity, it can be difficult socially, especially as a youth. Teasing is not an uncommon occurrence in this society. One alarming factor that has been noted by teachers and parents that it is not the intersex childs behaviour, but the way in which other children are reacting to it. Even if the child is normally seen as socially acceptable once his/her peers are to find out that they are in fact intersex, that is when their opinions can change, as intersex individuals are not seen as socially acceptable. This brings up Gender Identity Disorder and that teasing is seen as a justifiable reason to require treatment for this. Teasing and name calling can have a huge impact on a childs wellbeing, regardless of being intersex or not. It can lead to depression , social anxiety and if the teasing got too much for the child they could then decide they did not want to go to school anymore. Prejudice over intersex children plays a role in how they are going to be treated. If a child has not had surgery and is still figuring out their identity it can be had for people, let alone other children to understand. Whereas, if a child has already been gendered from a surgery at birth, it can be easier for the child to identify themselves therefore, not have the repercussions from other children who may not understand the situation. (Fausto-Sterling, 2004). As well as issues with their parents and other children, another social impact on an intersex child can be the trauma associated with being intersex. In large part, the shame that seems to appear with being intersex. This comes back to having the surgery, as that a child is less likely to be singled out and teased if they have had a the surgery and their peers are unable to know of their difference s if they have identified with a gender, which has been given with the surgery. This will then decrease their chances of life long trauma and the possible mental effects on them which can then be linked to depression, anxiety, bipolar etc. (Feder, 2014). When looking at an intersex persons life, there can be many factors to affect them personally. One of these is the effect on their parents. A person can only attempt to imagine the struggle a parent would go through regarding the decisions they would have to make for their baby. Whatever decisions the parents have made, for example: deciding to go through with surgery, which gender they choose to influence their child as if they do not go through with the surgery, what their beliefs are etc., This definitely has a huge impact on their childs life. (Fausto-Sterling, 2004). It is seen that medical professionals are trying to assure anxious parents that having the surgery will then let intersexed children to see themselves as a single sexed person and gendered person. Although, what comes of this is two clear problems that will have an effect on the child. Firstly, it willingly assumes that a person who has not been through the intersex surgery would not have a clear identity, when in f act this would not be the case. Yet no practitioners have any evidence to fully support this assumption. Secondly, it suggests that a typical man or women feel completely at ease and happy in their bodies and their gender identities, and do not have any issues regarding their body image and relationship of identity to their appearance. Yet in fact there are many crises that affect men and women regarding their sex/gender. Individuals may have troubles in their self-image such as problems with how much body hair they have, they may have too much to be properly feminine. Or not enough hair to be properly masculine. Yet surgeries to change the appearance of ones sex, are now offered to parents as guarantees that their intersex infant will grow up to be a full male or female. (Holmes, 2002). This then looks at the issue that if an infant is placed under a certain gender but as they grow older are to feel more like the opposite, what kind of impacts can be associated with this? As well a s mental impacts, there can also be resentment towards the people in which made this life altering decision for this person, for example their parents, the surgeon. It can also have a huge impact on their wellbeing and how they are feeling about themselves as a person. It can bring up a lot of questions and feelings of doubt within themselves. Having the surgery right from birth can have a lot of negative impacts on the person personally. (Holmes, 2002). India is my country, my motherland. I love it and I am proud of it. India is a big country. In population it is second only to China. India has a rich and glorious past. Once it was the seat of learning. Students from all over the world used to come here to study. Indian culture spread abroad. Indian goods had a ready market in foreign countries. It was a time when India was a land of plenty. Times changed. India fell on evil days. Wave after wave of invaders came and plundered India. India became a slave country. ââ¬ËThe foreign rulers exploited her as much as they could. India became independent in 1947. The foreign rulers went away. Under the able leadership of Pt. Nehru the country marched towards progress. New industries were set up. Trade increased. There were difficulties in the beginning. Kashmir was overrun by the tribals. There were communal riots Millions of people were uprooted from their homes. India is the largest democracy of the world. We Indians enjoy freedom of speech, worship and press. All citizens have equal rights. India is rich in natural resources, yet her inhabitants are poor. The mineral wealth of the country is unexplored. Under the Union Government, new industries are being set up. Already Indian goods are being exported to other countries. New methods of agriculture are being used to increase food production. She has already become self-sufficient in food. In the field of science and literature, India has produced eminent people like Rabindra Nath Tagore, Sir C.V.Raman, Sir Jagdish Chandra Bose and Shri H.N.Bhabha. India is a peace loving country but she has to spend a huge amount on defence because there is danger from her neighbours, namely Pakistan and China. The present Government under the new Prime Minister is trying to befriend them. India is a land of villages with many languages but there is unity in diversity. Ours is a secular state and all religions flourish side by side. My country abounds in glorious historical buildings and scenes. There is not a tourist who does not visit the Taj Mahal ââ¬â the symbol of eternal love or Kashmir, the heaven on earth. My country is a land of temples, mosques and churches, great rivers and vast fertile plains of the Ganges and the highest mountain of the world. Payroll system is the sum of all financial records of salaries for an employee, wages, bonuses and deductions. In accounting, payroll refers to the amount paid to employees for services they provided during a certain period of time. Because money was involved company convert their payroll into a computerized to provide accurate result and to finish the work in no time. The manager is not aware of the time of admission o f the employee because of this, the manager canââ¬â¢t compute accurately of what time the employee enter. Therefore it is necessary to have an automated timekeeping system. Todayââ¬â¢s automated timekeeping technology is a powerful resource for businesses, both large and small. It is designed to offer exceptional convenience, and to substantially improve profit margins by reducing the cost of labour. Many companies that are considering an automated timekeeping system are motivated primarily by the convenience it provides. However, what is often overlooked is exactly how much companies save by tracking their employees with an automated solution. An integrated and automated timekeeping approach will not only pay for itself year-after-year, but will also return immense savings. It is therefore a great advantage if the proposed computerized payroll system with automated timekeeping is applied. It would greatly help the manager to monitor his employee if there are always late and it easily to compute for the salary of each employee. Applying the computerized payroll system will give much m ore accurate computation of the salary. 1.1Statement of the problem General Problem How to develop a Computerized Payroll System and Timekeeping Monitoring with Fingerprint Technology for the Municipality of Kawit? Specific Problems â⬠¢How to develop a module that will compute the employeeââ¬â¢s salary? The Human Resource Management Officer 4 will compute the salary based on the timekeeping of the employee. They use MS Excel in computing the salary, even though they use MS Excel they need to input all the necessary information needed for the computation. It is prone to typographical errors and can be easily manipulated. â⬠¢How to develop a module that will generate essential reports? Preparation of reports such as payslip, payroll summary and government reports they use MS Word and MS Excel. It is a very tedious process in the part of the accounting personnel and again prone to typographical errors and miscalculations. â⬠¢How to provide a module that will be able to monitor the time ââ¬âin /out of the employee? The organization is currently using Bundy Clock to monitor the attendance of employees. But it didnââ¬â¢t literally track the attendance because it easy for the employee to fake the records. 1.2 Overview of the Current State of the Technology Presently, all employee start at 8:00 AM and ends at 5:00 PM. The company uses Bundy clock in logging in and out of their employees. From Monday to Friday, at 8:00 am, the HR collects the time card to ascertain the present headcount of the company. The purpose of checking is for verification of the employeeââ¬â¢s attendance. The employee should inform the company before 7am in filing absence. The employee must report to his respective supervisor if he is late for information thus it will be deducted to his salary. If the employee forgot to log-in then the HR will decide what to do to that employee. The HR or Human Resource Management is the one who prepares the salary of the employees. HR also collects the time card from the storage and also checks if the employee time in and time out, afterwards the HR will give the time card to the accountant. The Accountant will compute the salary and deductions then the accountant will give it to the treasurer to prepare the vouchers for each employee and prepares the budget for the salary, and then the treasurer will give it to the Municipal Mayor, the one who will approve the budget releasing; afterwards the HR will ensure the cheque for the withdrawal of the budget. Their cut-off is every 10th and 25th of theà month. After the cut-off period the attendance of the employee resumes, if there will be absences and late for the permanent worker it will be deducted in the vacation leave while the casual worker if there are absences and late it will be deducted to their salary. If they didnââ¬â¢t log-out for a day, it will be considered as under time. For permanent employee it will be deducted to their vacation leave. For every employee they have 15 vacation and sick leave. In applying vacation leave the employee must file the request 10 days before the leave. In applying sick leave the employee must provide a medical certificate if he is absent for more than three days while if he is absent for 1 to 3 days he can go back to work without providing a medical certificate. 2.1Proposed Research Project 2.1.1General Objectives To provide and develop a Computerized Payroll System and Time Keeping with Fingerprint technology that will improve the current Payroll System and Time Keeping of Municipality of Kawit. 2.1.2Specific Objectives â⬠¢To develop a module that will compute the employeeââ¬â¢s salary. The proponents will develop a module that will compute the salary of every employee accurately based on the integrated timekeeping of the employee. â⬠¢To develop a module that is able to generate essential reports. The proponents will develop a module that will be able to generate reports such as daily time Reports (serves as replacement to the time card), contribution reports based on the record of the employee â⬠¢To provide a module that will be able to monitoring time ââ¬âin /out of the employee. The system will automatically monitor and record the attendance of the employee by fingerprint technology so that the employee must time ââ¬âin/out by themselves unlike previously it can fake the records. 2.2.3 Scope and Limitations 2.2.3.1 Scope This study is about the coverage of the proposed payroll system and timekeeping. It covers the following qualification. File maintenance Module Employee file module ââ¬â includes all information about the employee such as fingerprint of the employee, work schedule, position, department, and basicà information. Includes adding, updating and archiving employee records Department file module ââ¬â includes the organization department and department code Transactions Salary Computation ââ¬â The system will compute salary base on employeeââ¬â¢s attendance and contribution. 13th Month Pay ââ¬â A module for employeeââ¬â¢s that are acceptable for 13th month pay. All employees that will work until the end of the year will receive the 13th month pay. Agency contribution ââ¬â includes the deducted fee for the government agency such as GSIS, PAG-IBIG, Philhealth and withholding tax. Employee leave ââ¬â includes the employeeââ¬â¢s leave such as vacation leave, sick leave Employee Loan- includes all employeeââ¬â¢s information such as load type, loan amount etc Other Deductions and Earnings ââ¬â a module that includes other deduction and earning such as bonuses or other incentives. Reports Payslip ââ¬â contain all information about the employeeââ¬â¢s salary and deduction. GSIS Contribution Reports ââ¬â Reports that contains employeeââ¬â¢s total contribution per month for GSIS. PhilHealth Contribution Reports ââ¬â Reports that contains employeeââ¬â¢s total contribution per month for PhilHealth. Pag-big Contribution Reports ââ¬â reports that contains employeeââ¬â¢s total contribution per month for Pag ââ¬â Ibig BIR/Withholding Tax Report ââ¬â reports that contains employeeââ¬â¢s total tax for a month. Payroll Summary Report ââ¬â -reports that contains information about employeeââ¬â¢s payroll. Daily Time Reports ââ¬â reports that contain the attendance of the employeeââ¬â¢s. Serve as an alternative to the time card of the Bundy Clock Leave form ââ¬â a blank leave form for leave request. System Security Password- for security purposes that only the administrator and the HR knows the password. Administrator Level ââ¬â have the full access on the system.à HRMO Level ââ¬â can only access the attendance and monitor the leaves and absence of the employee. Accountant Level ââ¬â can only access the transaction and the computation of the employeeââ¬â¢s salary and the one that sets the computation in the option. Audit trail- serves as additional security thatà measure all the login activities using the system, it will logged into the table including the username, time, date, and the task done. Timekeeping Fingerprint Technology ââ¬â module that uses fingerprint technology for timekeeping Numeric Keypad Module ââ¬â Module that uses numeric keypad technology that serves as an alternative if the fingerprint technology having technical problems. Timekeeping Entryââ¬â module that manually input the employeeââ¬â¢s attendance, it serves as a back-up for the system. Back-up and Recovery The system has backup capabilities allowing the user to create a backup of the database which will be stored on secondary storage devices. It will also automatically back-up every cut off. If the program file of the payroll system are damage or corrupted there will be a duplicate copy either on the CD or secondary hard disk. Limitation The study is limited and focused only in the payroll system and the timekeeping monitoring of the organization however its capability is limited and cannot do the following task: â⬠¢Employees are subjected to have only 2 accounts in regards to timekeeping (time-in and time-out). â⬠¢Only employees that work in the municipality building are included in the proposed payroll system. An employee working outside the municipality is not required to time in and time out in the municipality. â⬠¢In case of power failure, the attendance of the employee will record temporarily on a log book until the power come back. The data gathered on the log book will be transferred to the computerized system. Chapter 2 Theoretical Framework 2.1 Introduction Information System (IS) implemented within an organization for the purpose of improving the effectiveness and efficiency of that organization. Capabilities of the information system and characteristics of the organization, its work systems, its people, and its development andà implementation methodologies together determine the extent to which that purpose is achieved. Transaction Processing System (TPS) is a type of information system. Transaction Processing System collects, store, retrieve and modifies data that stored in an information system of an organization. Transaction processing system guarantees immediate action to negotiations made by persons and companies involved. It ensures a smooth flow of transaction, isolating particular transactions that have no credible assurance of the collected dataââ¬â¢s authenticity A theoretical framework is a collection of interrelated concepts and provides definitions of relationships between all the variables. Theoretical framework helps researchers to determine problem areas, research questions that need to be addressed and the methodology in which helps to find an answer to the research questions. 2.2 Time Keeping Timekeeping is the monitoring of attendance of employee in time! A timekeeper is an instrument or person that measures the passage of time; in the case of the latter, often with the assistance of a clock or stopwatch. In addition, the timekeeper records time, time taken, or time remaining during events such as sports matches. They can then make operational decisions to increase productivity and reduce labor costs. 2.3 Fingerprint Technology Fingerprint technology refers to the automated method of verifying a match between two human fingerprints. Fingerprints are one of many forms of biometrics used to identify individuals and verify their identity. 2.4 Payroll System A computerized payroll calculates and tracks employee salaries, wages, bonuses, tax withholdings, and deductions. It prints employee pay checks, provides reports to better manage employee pay records, and generates complete weekly, monthly, quarterly, and annual payroll tax-related forms and reports. It is also used in automating and providing timely and accurate payroll processing for all types of employees. The computerized payroll is designed to process all types of payroll transactions for the purpose of computing and paying employees hence, computerization makes generatingà payroll a much simpler and quicker process than if trying to perform these duties manually.
